A newly proposed park shelter slated for construction near Prisoner’s Lake in Devou Park cleared a public facility review with the Kenton County Planning Commission last week.
The City of Covington approved a construction contract for the shelter with Radius Construction in June, and this week’s approval allowed greater insight into what the shelter may actually look like.

There are three other shelters already in the park, and the new shelter will be located in a small parcel spanning approximately a quarter of an acre at the intersection of Wayne Road and Prisoners Lake Drive.
Buildings owned by public institutions, like cities and school districts, are not subject to zoning laws like private property.
As a result, the planning commission doesn’t actually have any power to approve or deny a project, but public bodies will often seek a facility review from the planning commission to ensure the construction coheres with county comprehensive planning.
Professional staff from Kenton County Planning and Development Services recommended the approval of the facility review.
Design plans submitted to the commission indicated the shelter would sport the following:
- dimensions of 30 feet by 60 feet, or 1,800 square feet
- Two unisex bathrooms
- Interior and exterior lighting
- A mechanical room with a mop sink and pipe case
- Eight-inch block walls with exterior stone veneers
- A drinking fountain
- A six-inch concrete base over six-inch stone
- A four-foot concrete sidewalk perimeter
- A five-foot wide sidewalk from the nearest cross walk to the shelter, about 192 feet long
- A water line connecting to the existing water line
- (Possible) electrical line two feet from the sidewalk
City bidding documents show Radius has agreed to a maximum price of $474,782 for the work, with a scheduled opening date of April 1 of next year at the latest.
