The Covington Board of Commissioners will vote on Tuesday on a measure releasing $1.782 million in TIF money to fund lighting, landscaping and underground utility infrastructure for the new city hall on Scott Street. The measure was presented to the board on June 16 and placed on the consent agenda for Tuesday’s legislative meeting.

Specifically, the funding would go to builders Pepper Construction to install an electric and telecom conduit along Scott Street, install acorn-style street lighting, restore sidewalks and construct a new pedestrian crossing (with a crossing button) from the nearby parking garage.

“This will be very useful for guests to city hall because most of the parking for our new facility will actually be the parking garage at Hotel Covington directly across the street, so this will will help with accessibility to the building,” said Covington’s Special Projects Director Elizabeth Wetzel.

The measure is coupled with a contract amendment, which will require a separate vote from the board, for the city’s contract with Pepper Construction to enable the work. The figure attached to the contract amendment is somewhat smaller–about $1.769 million– than the measure to release the funds, as the contract itself doesn’t include design work. A representative from the city confirmed the funding from the first measure will cover the contract, however.

Discussion of the measure was minimal at the June 16 meeting, but Commissioner Tim Downing had some questions for city staff members about ways to “future proof” the underground conduit so that additional cabling might be run through it in the future.

Acting Economic Development Director John Sadosky admitted he did not know if that was happening.

That did not prevent Downing from affirming the measures’ addition to the consent agenda: “I’m perfectly happy to let this go as it is,” Downing said, but he recommended city staff consider ways in which the utility infrastructure in the area could be augmented in the future.
