The Covington Board of Commissioners voted in an ordinance on Tuesday that removes the requirement for a conditional zoning permit for non-host occupied short term rentals in the city. The move is the latest in a raft of reforms aimed at regulating short-term rentals over the past year.

Specifically, the ordinance now allows city staff to grant non-host occupied (i.e. properties where the landlord does not live) short-term rentals limited-use status in six zoning district types: suburban residential, semi-urban, downtown core,
traditional urban mixed-use, traditional urban residential and auto-urban commercial zones.

The city began seriously regulating short-term rentals in 2021 and established new regulations, including caps on the number of rental licenses allowed in specific neighborhoods, in June of 2023.
