The City of Highland Heights will no longer use its own planning and zoning services and will instead utilize the Campbell County Fiscal Court Planning and Zoning Department.
The city voted at its Dec. 6 city council meeting to enter a contract with the Campbell County Fiscal Court, noting that they currently contract for building services with the county. The council decided the county’s zoning staff would be more efficient for day-to-day services.
The city will still keep its eight-member planning commission. According to Campbell County Administrator Matt Elberfeld, Highland Heights will use Campbell County Planning and Zoning Director Cindy Minter and her staff for day-to-day needs.
This agreement is similar to how the county services Dayton, Bellevue, and Cold Spring with planning and zoning.
Highland Heights will pay the county $2,000 a month, or $24,000 annually, for its resources.
Elberfeld said it is a cheaper option for cities that don’t need a full-time planning person on staff to use their services. The fiscal court voted to approve their portion of the agreement at the Campbell County Fiscal Court meeting on Dec. 7.
