The man who Newport police say hit and killed Gloria San Miguel while she was cycling Saturday has turned himself in, police announced at a press conference Thursday afternoon.
Police said Mark Phipps, 60, of Covington, turned himself into police Thursday just before 1 p.m.
“We want to do everything we can to help the family and the victims involved,” Newport Police Chief Chris Fangman said at the press conference.

San Miguel, who worked as a manager at Roebling Point Books & Coffee in Covington, was struck and killed by a vehicle while cycling early Saturday morning on the 11th Street Bridge between Covington and Newport.
Phipps is charged with manslaughter, tampering with physical evidence, and leaving the scene of an accident. Thomas Jackson, 60, also of Covington, was charged with tampering with evidence.
The cycling community has banded together in the days following the incident to mourn San Miguel and demand action.
