Newly elected Alexandria Councilmember Shane Collins, who was arrested on Jan. 31 on domestic violence assault charges, broke the no-contact order with the victim.
An affidavit was filed to the court on March 4 for violating his release from custody. According to court records, that was because Collins was involved in another incident with the victim on Feb. 28 and did not stay at a verified address.

Collins appeared in court on March 6 for a pretrial conference with Campbell County District Court Judge Erin Sizemore. Due to a bench warrant filed on March 4, he was supposed to be retaken into custody then; however, the victim’s lawyer stated she did not want him arrested. Sizemore then recalled the warrant.
Per court order, Collins must remain 500 feet from the victim and have no third-party contact with the victim.
During the pretrial conference on March 4, Collins gave the court a Lakeside Park address for his residence. Under the qualifications section of the Alexandria code of ordinances, it states that a city council member “shall reside in the city throughout his or her term of office.”
Collins attended a city council meeting on Jan. 16, where he was sworn into office. He has been absent from every subsequent meeting.
The Alexandria City Council is holding a special meeting on March 12 with an agenda item to go into executive session for “discussions which might lead to the appointment, discipline, or dismissal of an individual employee, member, or student.”
Collins will be back in court on April 7 at 1 p.m.
