The man who Newport police say hit and killed Gloria San Miguel while she was cycling in Covington last weekend was charged with a DUI less than a month ago, according to an incident report obtained by LINK nky.
Mark Phipps, 60, was arrested just after 9 p.m. on July 29 after Erlanger police noticed a car swerving on I-75 south under the I-275 overpass, according to the report.
Phipps was “argumentative and refused to ID himself after being explained the reason for the stop,” the report said. Police then removed him from the vehicle and attempted to handcuff him, but the report said Phipps kept pulling away his arms and tensing up to avoid being detained.

“When placing [Phipps] under arrest, officers on scene detected the odor of an alcoholic beverage coming from [Phipps],” the report said.
San Miguel, who worked as a manager at Roebling Point Books & Coffee in Covington, was struck and killed by a vehicle police say Phipps was driving while San Miguel was cycling early Saturday morning on the 12th Street Bridge between Covington and Newport.

This week, Phipps was charged with careless driving, operating a vehicle on a suspended license, resisting arrest, operating a motor vehicle under the influence.
Phipps has been arrested more than 20 times in Kenton County since 1998, according to court records.
Phipps is scheduled to appear in Kenton County Court for the Erlanger charges on Monday, Aug. 29 at 9 a.m. and Wednesday, August 31 at 1:30 p.m.
He is being held in the Campbell County Detention Center on $1 million bond for charges related to the deadly crash from last weekend.
