Rep. Mark Hart was first elected to the Kentucky House of Representatives in 2016. Since then he has been reelected three times and racked up several legislative wins related to emergency medical services. It’s a field that Hart – an experienced paramedic and firefighter – knows well.
The Falmouth Republican is both a captain with Pendleton County Emergency Medical Services and a founding member of Pendleton County Search and Rescue. Hart also worked as a paramedic and firefighter with the Lexington (Ky.) Fire Department, retiring as a lieutenant. That experience has worked its way into statute through legislation sponsored by Hart, including the following:
- 2023 House Bill 157 creating the Kentucky Urban Search and Rescue Program under the state Division of Emergency Management, and
- 2022 House Bill 372, involving administrative and budget reporting by fire districts and requiring yearly financial review of both fire districts and nonprofit fire departmentsÂ
Additionally, Hart is the House chair of the statutory Government Contract Review Committee responsible for legislative review of state agency memoranda of agreements and personal service contracts.
Outside of his current public service is past military service. According to his biography published by the Legislative Research Commission, Hart served in the Kentucky Army National Guard as an artilleryman, combat MP, and medic from 1994 to 2003.Â
On Dec. 5, Hart filed for reelection to his 78th House District seat. He is running unopposed for the seat in the 2024 primary, per Kentucky Secretary of State candidate filings.Â

Hart co-chairs the Government Contract Review Committee. Additionally, he is a member of the House Budget Review Subcommittee on Economic Development, Public Protection, Tourism and Energy; House Veterans, Military Affairs and Public Protection Committee; House Economic Development and Workforce Investment Committee; and House Appropriations and Revenue Committee. Hart also serves on the Interim Joint Committees on Appropriations and Revenue; Veterans, Military Affairs and Public Protection; Budget Review Subcommittee on Economic Development, Tourism and Environmental Protection; and Economic Development and Workforce Investment, as well as numerous legislative caucuses.
