The Wilder Planning and Zoning Commission has approved stage two plans for the Sunrock development adjacent to the Bentwood Hills Condominiums.

The plans are part of what developers hope will be a larger community that extends into Southgate, where 575 residential units are being proposed. That’s in addition to the 238 condominium units planned in Wilder.

Wilder officials approved stage one plans for the development in February 2021. Wilder City Administrator Terry Vance said they already approved stage two plans for three buildings; one was a seven-unit condominium building, and two were 14-unit condominiums. The plans unanimously approved Monday were for the development’s clubhouse and four more 14-unit buildings.

The development is proposed by Grand Communities, LLC, an affiliate of Fischer Homes, and will have 238 condominium units on 58 acres off Bentwood Hills Drive.

These approvals are the first part of the Sunrock development, with further plans ongoing in Southgate for more units. Stage one plans for 575 residential units in Southgate between Moock Road and I-471 at Fox Chase Drive were approved by the Campbell County Planning and Zoning Commission earlier this month. Those plans are now headed to the Southgate City Council for approval.

The Sunrock development in Wilder is currently being built in phases. Vance said they already have 750-800 feet of street built. The approval of plans on Monday will extend that to roughly 1,500 feet. Some appurtenances with the street build are storm, sewer, fire hydrants, and streetlights (plan still to come.)

“We’ve had no issues with the development at this point,” Vance said. “We’ve gotten the geotechnical reports, the compaction report, the proof rolling that we’ve done on the streets, and the concrete testing reports for the first 750 feet of streets right now. So, we have signed a plat for the three lots, which they can start building on.”

A representative for Fischer Homes said they plan to start construction as soon as possible, with the larger buildings (14 units) taking an estimated five to six months.

The same process will go for the next five lots that were approved.

The fire chief has also reviewed the fire hydrant plans for the first and second phases, Vance said, and approved them.

Vance said the stormwater detention area, which will detain all the stormwater from the 238-unit development, would also be completed during this phase. When the project was initially brought up, Vance said there were concerns about the timeline of a sanitary sewer project that Sanitation District 1 was building, but he said it is operational, and the new mainline is where the development is going.

One commissioner asked about a traffic study being completed, but one was not required as part of the stage one plans due to only 238 units being approved. However, a traffic study will be needed on Moock Road as part of the Southgate portion of the development should it be approved.  

“The problem with getting too far ahead of ourselves is we can’t discuss the what ifs,” Vance said. “We have to discuss what’s before us right now, and that’s (traffic study) not before us right now.”

Should Fischer make changes to its stage one plan, it must return to planning and zoning for approval.

“That may happen,” Vance said. “They have some property they have acquired that is different than when they first applied for this, and they may come back at some point and say, ‘We want to revise our stage one plan.’ But until they do, this is just the second phase of the overall thing.”
