For the past 14 months, over 40 different contractors have been working to get Alexandria’s new city complex off the ground, from masonry to the contractor traveling from Indianapolis to install phenolic panels.
Senior Project Manager with Pepper Construction, Jill Seidel, and Alexandria City Councilmember Bob Strong gave LINK nky a tour of the progress of the $24 million project at 8822 Constable Drive. The complex will also house its new police department and community center,

The last time LINK nky caught up with Strong on-site of the new city building was in August 2025, when the foundation was being laid. Now, there is a building with polished concrete floors, a roof, electric, HVAC and plumbing. Each floor has taken shape from the city offices upstairs to the police department in the basement, drywalled in, and windows installed.
“I think probably at our peak we’ve probably had up to 80 people [working] in one day, and then I think just having the community space and the city offices and the police station, each of them has their own kind of unique situations,” Seidel said.
Seidel said Pepper Construction does a lot of city municipal projects, currently including the new Covington City Hall project.
“We’re working hard to make sure we get in on budget,” Strong said. “David [Plummer, city manager] is doing all the paperwork, and I stay out on site making sure she’s [Seidel] got what she wants from us.”
The two-story gym, with a running/walking track around the top and a fitness/gym area, has also taken shape. Strong said there will be a multi-use surface on the floor for a full-court basketball court and two pickleball courts. There will also be access to volleyball nets. The community area will also include a kitchen for people to host gatherings.


Strong said the walking track will be available to the whole community, and access to the gym and other sports will come with a small fee that the city is still working out.
There is also about 2,000 square feet of outdoor patio space that city workers can use to get some fresh air or eat lunch during the workday.
The building’s design features tall ceilings and walls of windows to let in plenty of natural light.

The city’s current city building at 8236 W Main St. was a former church, and Alexandria Mayor Andy Schabell said in the past that his office is in a former supply closet.
According to the city, Alexandria has grown over the years with an estimated population of 10,673 people in 2023. The city’s public works has three full-time laborers, one foreman and one superintendent. The city also has a community center, a recreation director and six part-time staff.
The Alexandria Police Department has grown to 10 full-time patrol officers, one social worker, two sergeants, one lieutenant and one police chief. The city also provides school resource officers to the middle school and elementary school located in the city.
The basement of the complex, which houses the new police station, is complete with offices, a garage, an interview room, an evidence room, a gym, a training room, etc.

The exterior is in the painting stage, and other facade materials, such as the phenolic panels (made from thermosetting resins and kraft paper, engineered for extreme durability, moisture resistance, and structural strength), are being installed.
“We did try and keep it pretty local, especially like, if there were any contractors that we could engage, specifically from Alexandria, we tried to do that,” Seidel said. “The phenolic panels were a weird one. I think everyone who did that was from Indianapolis.”
In front of the new building will also house a new monument honoring inductees of the Kentucky Veterans Hall of Fame.
The back of the monument will list the veterans’ names, branch of service, and the year they were inducted into the Kentucky Veterans Hall of Fame. 15 names will appear on the monument.
There is also room outside of the building for a pocket park down the road. Strong said the city is also considering a walking trail around the complex.
The complex is estimated to be completed in August.
