The Covington Board of Commissioners voted Tuesday to foreclose on 12 clusters of property throughout the city as part of the city’s new housing initiative.
Only one of the properties is currently occupied, and all of them have nuisance liens against them. The freed-up land will be used for development.
The occupied property is found at 1511 Banklick Street. According to a memo penned by the city’s Neighborhood Services Assistant Director Walt Mace, “the owner has been to Code Enforcement Board several times on this and on other properties. He receives fines that he never pays. We no longer allow him to appeal to the Board as he is in bad standing.”
Kenton County property records list the owner as Doug Ludwig.
Some of the structures on the properties have already been demolished. The rest are vacant. A complete list of property addresses to be foreclosed is below:

- 3101 Rogers Street
- 4201 and 4205 Decoursey Avenue
- 4309 Huntington Avenue
- 217 Byrd Street
- 4614 Eureka Street

- 2211 Madison Avenue
- 358, 359 and 360 Bond Street
