The Campbell County Fiscal Court has announced plans for the 2023 session of its Citizens’ Academy program, designed to improve civic education and increase citizen engagement in county government.

Citizens’ Academy is a nine-week educational program. The county will select up to 25 participants to meet each Monday evening from 6 p.m. to 8:30 p.m., Sept. 11 through Nov. 6, with a graduation ceremony on Nov. 15.  

The program is free and available to all Campbell County residents and business owners 18 years and older. Although applications will be considered on a first-come, first-served basis, according to the county, efforts will be made to create a diverse participant class from across the county to reflect the community. 

The following is the schedule for the nine-week program:

  • Week one: An overview of the county government and budget. Participants will learn about the functions of the county government and how elected officials make policy decisions, and the county finance director will describe the budgeting process.
  • Week two: First class on public safety. Learn about the Campbell County Consolidated Dispatch Center and the Office of Emergency Management.
  • Week three: Second class on public safety. Learn about the Campbell County Detention Center, including a tour of the facilities.
  • Week four: Third class on public safety. Learn about the judicial system from the Campbell County Police Department, County Attorney’s Office, and the Campbell County Commonwealth Attorney’s Office.
  • Week five: First class on infrastructure and planning for growth. Participants will learn about planning and zoning regulations related to growth and safety. They will also learn how the county prioritizes road, bridge, and slip repairs, snow plowing, and overall maintenance of county- and state‐maintained roads.
  • Week six: Second class on infrastructure and planning for growth. Learn about public utilities from Sanitation District 1, Northern Kentucky Water District, and Duke Energy.  
  • Week seven: First class on quality of life and amenities. Learn about public amenities offered by the Campbell County Public Library, Northern Kentucky Health Department, County Extension Office, and Conservation District.
  • Week eight: Second class on quality of life and amenities. Learn about the amenities offered by Campbell County Parks and Golf, the Senior Center, Animal Shelter, Human Services, and Solid Waste/Recycling.
  • Week nine: Economic development. Learn about Campbell County’s economic growth and community development. This session will include topics like business attraction/retention and tourism.
  • Graduation: A graduation event will be held at the Campbell County Administration Building in Newport. Graduates will be recognized by Fiscal Court members and are invited to attend the Fiscal Court meeting afterward.
