Kentucky Senator Chris McDaniel has refiled a bill to limit the governor’s ability to issue pardons, specifically prohibiting them in the 30 days before a gubernatorial election and extending until the next inauguration, in response to former Gov. Matt Bevin’s controversial pardons.
