What happened in NKY government last week?
Covington eyes early exit from $1.14 million bond debt
Covington’s Board of Commissioners is expected to approve the early repayment of $1.14 million remaining from a $9.185 million municipal bond package issued in 2016, saving the city from additional interest without early-payment fees. The city would use money from its dedicated bond-payment fund and general fund, after which notifying bondholders would take about 30 to 45 days. The 2016 fixed-rate bonds refinanced and consolidated earlier debts used for youth sports facilities, a Main Street property, and Rivercenter garage and plaza improvements, which otherwise would have remained on a payment schedule through 2031.

Union approves free public Wi-Fi for Town Square park
Union will spend $4,452 to provide free, basic public Wi-Fi in the 16-acre park planned for the Union Town Square development, along with $10,772 for IT hardware in its new city building. The complex, expected to open in early 2027, will also include a splash pad and performance space. City commissioners asked officials to consider requiring users to register through a captive portal, similar to Covington’s public network, so access records would be available if requested by law enforcement; the city administrator and attorney agreed to explore the option.

Boone County governments begin exploring e-bike, e-scooter regulations
Boone County, Union, and Florence are considering coordinated regulations for electric bikes, scooters, and other micro-mobility vehicles amid growing concerns about sidewalk use and the safety of riders, pedestrians, and drivers. Boone County is leading the effort by reviewing state laws, local ordinances, market trends, and enforcement options with county officials and the sheriff’s department, with recommendations expected in September. Union plans to follow the county’s lead because it relies on the sheriff’s department for policing, while Florence will monitor the county’s work and survey residents and regular riders to gather broader public input.

Independence strikes down zoning for 336-unit development
The Independence City Council voted 4–2 to reject zoning changes for Brandicorp’s proposed 336-unit mixed-use development on roughly 40 acres along KY 17, despite the Kenton County Planning Commission’s recommendation for approval. The project would have included 14 apartment buildings, commercial space, 669 parking spaces, and a public park, but residents and council members raised concerns about traffic, infrastructure, schools, emergency access, housing suitability, and preserving the city’s small-town character. Although Council Member Tom Brinker explored reducing the project’s density, no compromise emerged, and Brandicorp said it respected the decision while remaining interested in the community.

suites, day care, retail space, event space and a bakery.
