Campbell County is updating its Campbell County Solid Waste Voucher Program so residents can more easily dispose of their trash.
When the program started in January 2024, residents could obtain up to two trash disposal vouchers per household twice a year, or every six months. That number is now increasing so that residents can get four vouchers at one time, in one year.
“We haven’t seen any abuse of that program,” Campbell County Administrator Matt Elberfeld said. “We haven’t seen any commercial contractors trying to use it.”
Vouchers cover the cost of one truckload or one 8-foot trailer load of household waste, such as trash, furniture, mattresses and yard waste, for free drop-off at either the Rumpke Covington Transfer Station or the Rumpke Pendleton County Landfill.

The other change is that every four years, residents can request 10 additional vouchers. So, in theory, every four years, someone could get up to 14 vouchers.
“The reason for that, occasionally, someone might be moving, they might have to clean out the house of a loved one and that’s a lot of material,” Elberfeld said. “We want to make this program available to them.”
Elberfeld said 14 vouchers is equivalent to a 12 cubic yard dumpster, or the amount someone might need if they have a lot of material to dispose of.
Further, he said the county has never had all of the vouchers utilized that the county has budgeted for, so there is no budget increase to cover the program.
The program was introduced after Elberfeld said residents requested a third county cleanup event, but there were complications and expenses associated with that so the county came up with the vouchers as an alternative.
Campbell County Solid Waste Coordinator Megan Clere Abrams said at a fiscal court meeting last year that the county had handed out 360 vouchers, of which 177 have been redeemed in its first year. It also saw 47 tons of trash between the two drop-off locations, with Alexandria and southern Campbell taking the most advantage of the vouchers.
Those who wish to participate must provide proof of residency with an ID, utility bill, deed or lease. Vouchers expire at the end of each voucher period. Vouchers will expire either on June 30 or December 31, depending on when residents apply for their voucher.
Accepted items include household trash, furniture, mattresses, yard waste and home renovation debris. Unacceptable items include hazardous waste, tires, appliances, electronics and liquid waste.
