Tom Hull, the former head brewer for Christian Moerlein Brewing Company and head chef at Rich’s Proper Food and Drink, located on Madison Avenue, has filed to run for a seat on the new Covington City Council. Hull filed his paperwork on Nov. 12.

“The people who have been here living and working in Covington are the reason the city succeeds,” Hull wrote in an email statement. “They deserve to feel safe, seen, supported and welcome where they have built their lives.”

Hull has lived in the city for about 15 years and currently works as a logistics professional. Within the last year, he has become a presence at public meetings, often sharing his views on affordable housing and, more recently, policing. Hull said he was spurred to run for a spot on the council after seeing how the city reacted to this summer’s clash between police and demonstrators on the Roebling Bridge.

“This city is a family; it’s a community,” Hull said in the statement. “I spend a lot of time talking about our police force because it’s a very clear example of where our civil servants are lacking that sense of family and community with us… My campaign is as much about the need for fair and affordable housing, for fighting against gentrification that displaces our existing families and communities and about supporting the dreams of the hard working members of the community who made us what we are and now want to be entrepreneurs as it is about community policing initiatives.”

Hull is currently advocating for a civilian advisory board for the police, a committee of non-police from the community who will advise on police department training, goals and procedures. He’s spoken about the issue before the Covington Board of Commissioners several times in the last few months.

The only other person who has filed to run on the new Covington City Council, as of the publication of this brief, is Jay Fossett, who formerly served as both the city manager for Covington and the city administrator for Dayton. You can read about him here.

The new city council will take effect beginning in 2027. The council will have six seats plus the mayoral seat. Council members serve two-year terms.
