Since 2008, Paula Spicer has served Campbell County as the Fiscal Court Clerk — just a small chunk of her 45 years in local government.

The fiscal court accepted Spicer’s resignation at its Dec. 21 meeting, and the commissioners expressed gratitude to their colleague for the last 14 years.

“It’s certainly a pleasure having you here to kind of keep everything in line and in order and moving things appropriately,” Campbell County Commissioner Geoff Besecker said. “We all know who really is in charge around here. You keep everything like a well-oiled machine, and your legacy is going to be definitely felt around here for a long time.”

Campbell County Commissioner Tom Lampe said he was losing a teammate and a friend to retirement.

“I just want to thank you; you’ve been a dedicated and reliable co-worker,” Lampe said. “When I was concerned about Judge/Executive Steve Pendery showing up for something, I didn’t call Steve or text Steve. I called you. You’re always that constant that we could rely on.”

Campbell County Commissioner Brian Painter said Paula is that familiar face that has always been around, with her being the only fiscal court clerk he has worked with since being elected to the court in 2010.

“That’s a long time to work with somebody,” Painter said. “You’re very trusted with all the things that we do, and it’s going to be a difficult transition.”

Spicer’s retirement is effective March 31, 2023. In the meantime, she plans to help train her replacement, as the fiscal court is actively seeking a new clerk. Those interested in applying for the position can find more information here.
