The Interim Committee on Health, Welfare, and Family Services will receive an update Wednesday from Shanna Babalonis, the director Kentucky Cannabis Center, about the newly created center that was born out of House Bill 604. 

Rep. Kim Moser (R-Taylor Mill) sponsored that bill to better understand cannabis and its medicinal qualities. Gov. Andy Beshear recently released findings from the Team Kentucky Medical Cannabis Advisory Committee, though there has been no mention of integrating with the Kentucky Cannabis Center.

Moser, who also co-chairs the Interim Committee on Health, is running for reelection against Democrat Anita Issacs. Isaacs did not respond to interview requests and had no information about her campaign. 

After redistricting, the 64th District creeps into the more urban area of Covington and out of the more rural areas of Kenton County. The district still leans heavily toward Republicans. 

Representing the district since 2016, Moser said if reelected, she’ll continue her work on a variety of healthcare initiatives. 

“I work collaboratively to find effective solutions to complex problems because a healthy Kentucky prospers economically, in education, and in our workforce,” Moser said. “I will continue to fight for affordable health care through targeted programs, reduction of bureaucracy, and transparency.”

Moser has passed a significant amount of health-related legislation including, but not limited to, Medicaid for post-partum mothers for one year, drug treatment resources, Mental Health Parity laws, Mental Health First Aid, Community Health Worker program, Telehealth, and a complex statewide Public Health Transformation. 

She also co-sponsored the controversial House Bill 9, which provided a funding mechanism for charter schools and implemented a pilot charter school program that will see Northern Kentucky get a charter school.

“I have passed bills improving community safety through the Tobacco Free Schools and Vision Screening for Drivers Licenses and was primary co-sponsor of the Student Due Process legislation,” Moser said. “My work to address the health care worker shortage, KEES money for Trade School, Law Enforcement On-line Training, Certification of Employability for Re-entry Services, the Lung Cancer Screening Act, and the implementation of the KY Cannabis Research Center are several commonsense and long-term solutions to issues concerning medical treatment and workforce development.”

In addition to serving as chair of the House Health, Welfare, and Family Services Committee, she serves on the House Licensing, Occupations and Administrative Regulations, Judiciary, Elections, and Constitutional Amendment Committees. 

Moser said she supports sensible second amendment legislation and business-friendly policies. 

“I supported fully funding the pension system and Public Schools with record funding while offering parents a choice in how and where to educate their children. I have supported Tax Reform and will continue to support reducing personal income taxes to allow Kentuckians to keep more of their hard-earned money.”

Moser’s total campaign receipts amount to $115,194.32. Isaacs hasn’t filed any reports with the Kentucky Registry for Election Finance.
