Covington has passed an ordinance allowing non host-occupied short term rentals to apply for limited-use zoning within certain zones. It augments existing regulations requiring landlords to apply for a general business license, a short-term rental license, and a change-of-use application fee, and to undergo an inspection to ensure safety and code compliance.
