Patrick Ryan Bailey is a Republican candidate seeking re-election as Boone County Constable for District 2, a role he currently holds. Bailey is facing a primary challenge from Bill Price.
Bailey is currently a sworn police officer and field training officer in Preble County, Ohio, and serves as an elected constable in Boone County. He resides in Boone County with his family.

Bailey holds a master’s degree from the University of Cincinnati and a doctorate in business with a focus on criminal justice. Additionally, Bailey earned two master’s degrees from the American Military University in National Security.
Bailey said he first ran for office amid changes to Kentucky law that limited the authority of constables who haven’t completed a state police academy. He told LINK nky those changes caused confusion about the role and highlighted the need for someone who understands both law enforcement and the legal boundaries of the position. Essentially, Bailey wanted to protect the integrity of the office.
“One of the most important issues is maintaining strong public trust and ensuring that residents feel safe and supported in their community,” he told LINK nky. “Clear communication and accessibility are key, especially when it comes to understanding how local roles function and where to turn for help.”
This time around, his campaign for re-election is centered on maintaining consistency in the office and continuing to demonstrate a professional approach to the role.
Regarding the scope of the office, Bailey said that Boone County is already served by the sheriff’s office for its primary law enforcement functions. To that end, Bailey has emphasized that the constable should operate within its defined responsibilities, which typically include serving court papers, such as warrants, subpoenas and eviction notices.
