He resides in Fort Thomas with his wife, Amanda, and their son, John Paul.

Donelan will face a Republican primary against the incumbent Ken Warden in May.

Donelan has undergraduate degrees in law enforcement and justice studies. He also has a graduate degree in executive leadership and organizational change. All of them are from Northern Kentucky University.

He said that what motivated him to run for constable was the passing of House Bill 239 in 2022. It mandated that all newly elected constables must be certified police officers and meet the Kentucky Law Enforcement Council’s Police Officer Professional Standards to take on any of the constables’ law enforcement roles.

Donelan said that he was a Police Officer Professional Standards certified and retired in good standing. Further, he said he will only need basic refresher courses to update and renew this certification.

“I intend to train for liability’s sake for myself and to reduce risk to the fiscal court,” he said. “I do not want to interfere with any other jurisdictions already serving the citizens of Campbell County.”

Donelan was endorsed by the Campbell County Fraternal Order of Police Lodge #10.
