“We’re not just looking for a savvy development proposal,” John Sadosky, Covington’s assistant director of economic development, said in a press release. “We’re looking for a partner who understands the vision behind what we’re trying to accomplish: restoring the street grid, creating connectivity, encouraging creative use of materials and embracing bold design.”

Developers have until Dec. 12, 2025, to submit proposals. The City will consider proposals based on ” alignment with the overall site objectives, development team experience, architectural compatibility with surrounding neighborhoods, creative parking solutions and—when applicable—whether commercial tenants are already secured,” according to a city announcement.
