The Boone County Fiscal Court voted to appoint five community members to the newly created Boone County Transportation Improvement District.

In February, the fiscal court voted to create the first state Transportation Improvement District in the state of Kentucky.

As such, the governing structure of a Transportation Improvement District requires the creation of a board of trustees appointed by a county legislative body. The board is required by law to include five voting members.

Two members must be members of the local chamber of commerce, although a representative from any active Boone County business group could qualify for a seat. The rest of the board is comprised of non-voting members appointed by the largest city in the county and one non-voting member appointed by the county planning commission. All board members are required to be residents of Boone County.

The board’s responsibilities include adopting bylaws, overseeing Transportation Improvement District affairs, ensuring smooth functioning, approving projects and ensuring compliance with the legislative framework.

The five people appointed to the Transportation Improvement District by the fiscal court include:

  • David Wallace, chairman and CEO of Heritage Bank
  • John Toebben, president of Toebben Builders
  • Matthew Dedden, president of Dedden Excavating, Inc.
  • Larry Brown, former City of Florence council member
  • Laura Tenfelde, director of infrastructure engineering at Planning and Development Services of Kenton County

In addition, the City of Florence and the Boone County Planning Commission have previously appointed two additional non-voting members to the board as outlined by statute:

  • City of Florence — Eric Hall, public services director.
  • Boone County Planning Commission – Corrin Gulick, transportation engineer at WSP USA.

“Once again, Boone County is leading the way by creating Kentucky’s first Transportation Improvement District,” Boone County Judge/Executive Gary Moore said during the April 23 fiscal court meeting. “Tonight’s action creates the board with five voting members and two ex-officio members, all of whom are Boone County residents. They are well qualified and equipped to lead the TID’s efforts to improve our transportation network.”

The Kentucky Transportation Cabinet’s Six-Year Transportation Plan includes a $10 million line item set aside for projects managed by the Boone County Transportation Improvement District, according to a county press release.

The first official meeting of the Transportation Improvement District is expected to be held in the coming months.
